The exercise was carried out within the framework of the Helsinki Convention (contracting parties are Denmark, Estonia, EU, Finland, Germany, Latvia, Lithuania, Poland, Sweden and Russia). Units from Denmark, Latvia, Lithuania, Finland, Germany, Poland, Russia, Sweden and EMSA took part in the exercise. The aim and objective of the exercise was to test the alarm procedures, the response time and capability of the HELCOM Contracting Parties and participating units to deal with oil pollution at sea.
